Plumber Notes: Customer stated meter was constantly running. I started by checking for leaks in the house on every shut off, no leaks where found. I then tested the problem by shutting the hot side of the water heater to see if that stopped the meter, it did not. I then went under the house and checked for leaks or any possible break in the line, there was no leak or break found. I spoke with the customer and found out there was a ball valve 2 ft. from the JEA meter in the ground. I dug up the ball valve to find the leaks was coming from the ball valve in the ground. I spoke with the customer and he requested to have it removed and just to fix the leak. I removed the ball valve and replaced it with new fittings and pipes.
